Why the Gulf needs a different rep
- Buyers answer on WhatsApp. A procurement lead in Dubai who ignores three emails will often answer a short WhatsApp from someone they have already heard of.
- The week is different. UAE government offices have worked Monday to Friday since 2022, and most private companies close on Sunday or at the weekend. Saudi Arabia's official week runs Sunday to Thursday.
- LinkedIn reach is high. DataReportal counted 10.0 million LinkedIn members in the UAE and 12.0 million in Saudi Arabia at the end of 2025, registered members rather than active users.
- Arabic is the official language of both countries, and business in the UAE runs in Arabic and English.
- The rules on unsolicited messages are strict, and WhatsApp is where they bite hardest.
The rules to know before you send
This is a summary to help you ask the right questions, not legal advice.

What the product does about it
- WhatsApp is never the opener. A sequence cannot start with a WhatsApp step, and the product refuses to save one that tries.
- WhatsApp only after engagement. The step unlocks when the person replied on any channel, accepted a LinkedIn invitation, clicked, visited, booked, or when you entered their number yourself. Otherwise that step goes out as email or LinkedIn.
- Who is writing, in the first line. Every WhatsApp message names the sender and company first and ends with Reply STOP.
- Local hours. WhatsApp messages go out between 07:00 and 21:00 in the person's time, worked out from their profile or their number's country code.
- STOP means stop. A STOP in any wording is honoured without a model deciding, and the person is never contacted again on any channel.
- No cold calls. The phone rep only calls people who asked for a call from your booking page, and says it is an AI in its first sentence.
One honest limit: engagement on another channel reduces unsolicited WhatsApp, but it is not the same thing as a WhatsApp opt-in under Meta's policy. For the safest use, keep the WhatsApp step for people who gave you their number or asked to talk.
Languages and plans
Growth at $199 a month runs email, LinkedIn and WhatsApp together and writes in English, Spanish, French, German and Portuguese. Scale adds Italian and Dutch. Arabic sequences are on the Pro plan, which covers any language. The rep reads replies whatever language they arrive in.

Is cold WhatsApp outreach allowed in the UAE?
Treat it as not allowed. The UAE's telemarketing resolution of 2024 covers marketing messages sent through social media applications, the federal data protection law is built around consent, and Meta's WhatsApp Business policy asks for the person's opt-in.
